Petersburg National Battlefield & The National Juneteenth Observance Foundation will commemorate Shove-Off Day on the waterfront at City Point at 12 Noon followed by tours focused on the Black history of the site until 4 pm. Colored Troops embarked from City Point for Brownsville Texas. Inclement weather forced a diversion to Galveston on June 18. The soldiers were present the next day, June 19, when Gen. Granger issued General Order #3 informing the people of Texas that all slaves are free.
